The ESOP Association provides an Advocacy kit free of charge.  This kit includes a list of House and Senate Advocates, sample letters that you may use to contact your Senator or Representative, and data exceprts concerning the benefit of Employee Ownership that you may use to share why employee ownership is important.  The best way to communicate the benefit of employee ownership to the employee is via Congressional visits and discussions between the employees and your representative.  As John Maxwell stated - in the law of connection "Leaders touch a heart before they ask for a hand".
